On Aug. 12, at 3:11 p.m., Ithaca Police officers responded to the 500 block of West Seneca Street to investigate a reported dispute with a possible gunshot victim. Upon arriving on the scene, officers located a victim who had what seemed to be third-degree burns on his arm. Items on the porch were seen smoldering or had burn marks as well.
After speaking with several witnesses and the victim, officers found that the victim was shot with a flare gun, which left him with a defensive injury. He was promptly transported to a trauma center for medical treatment. IPD investigators continued to develop leads and information about this crime and located the defendant. Razeah S. Flanigan, age 19 of Ithaca, NY, was arrested on Aug. 15 and charged with assault in the first degree, which is a Class B Felony.
Flanigan was arraigned in the Ithaca City Court and later remanded to Tompkins County Jail for this crime, as well as for violating his probation. Any and all additional persons of interest have been identified as this investigation is ongoing.
